Under the Hokkaido Toyako Summit Carbon Offset Project, an advisory panel was set up.
The panel discussed the carbon offset policy for the Summit, including the boundary of the
activities for offset and means of offsetting based on the past examples such as the Gleneagles
summit and guidelines for carbon offsetting by the Ministry of Environment of Japan. Based
on the advice provided by the panel, the Ministry of Foreign Affairs of Japan decided its policy.
This section describes the overview of carbon offset project for the Summit along the general
carbon offset procedures.

 

The Toyako Summit has set the boundary as follows:
(1) The scope of people covered by carbon offsetting
G8 delegates, representatives from the outreach countries, the head of international agencies and their companions,
press/media.

(2) The scope of activities covered by carbon offsetting
International flight, domestic flight, domestic road travel, lodging, energy consumption of the conference building,
and energy consumption of other related facilities (such as International Media Center)

The CO2 emission of the Hokkaido Toyako Summit within the stated boundary (see section1. above) is being
calculated by an expert. The initial estimates suggest that the emission will be 25,000 tonnes of CO2. The detailed
calculation will be done after the event based on the monitoring data.

 

The carbon credit was selected through public offering. The choice of credits was based on the origination
projects’ environmental and social benefits, involvement of Japan in the project, and the host country of the
project. The following projects were selected to be used for the offsetting of the Hokkaido Toyako Summit.

<Description> Biogas collection project in Bali, Indonesia (Construction of a GALFA “Gasification, Landfill gas, Anaerobic
Digestion” plant to manage municipal waste and recover energy). The project was realized through Japanese investment and
support. There are following benefits other than CO2 emissions reduction: 1. Environmental Benefits Reduction of stench from
the landfill site, improvements of visual landscape and public health (higher quality ground water, decrease in toxic gas,
decrease in population of pests such as files and rats). 2. Social and Economic Benefits Employment opportunities form
construction works, rubbish separation work, and opening of retail shops around the area. Contribution towards sustainable
development of the region.

Energy efficiency improvement project at a beer brewery in Lao PDR

Other than the projects stated above, there are several more projects (thus carbon credits) that can be used for voluntary carbon offset.

The carbon credits, procured for the Hokkaido Toyako Summit, will be nullified. As part of the Hokkaido Toyako
Summit carbon offset project, other than procurement of carbon credits, subsidies would be given to projects
that contribute towards mitigating climate change and are highly socially meaningful. The following projects are
under consideration:

Projects that are aiming to become CDM
・Project which plants trees and use them for biomass power generation (Cambodia)
・Project which collects biogas and use it as fuel in rural villages(China)

Reforestation projects
・in Hokkaido, Japan

Sustainable energy projects in Hokkaido
・Project which collects used cooking oil and utilize it as bio diesel fuel for buses
